By giving public contracts for adjacent parts of the stack to different vendors, it forces the system to speak interoperable protocols. Then you can have civic AI, public AI, and so on, working with some foreign suppliers, but they can never lock you in. This is something I think the India Stack has been doing quite well on payment and identity.
