最後一個問題：撇開中共威脅不談，你覺得目前還有哪些「全球性威權威脅」值得關注？我們知道北京是首要的威權來源，臺灣很擔心中共入侵。但除了它以外，還有哪一股威脅最值得警惕？

那在美國怎麼立法？我們的流程相對複雜，需要通過眾議院、參議院、最後總統簽署。你覺得美國要如何把這種「去中心化+簽章」機制落實？

就「審查」問題再深入一下。你剛講到深偽廣告需數位簽章，但「酸民言論」或「惡搞梗圖（meme）」就比較難定義。有人覺得那是一種創意與幽默，另一些人覺得是中傷。怎麼不透過審查而又能避免成為假消息或失控暴力？

再請看聊天室裡的問題。Flydog777 問：「我們要如何立法或制定什麼法案，來推進這種思路？」Marnie 問：「一般人能做什麼？如何實際落實？」

我非常認同，因為在社群平台上，隨處可見「我支持言論自由，但…」這樣的言外之意。「但…」後面通常就跟著很多例外條款。想再問一個問題，因為有人在我們 Rumble 聊天室提到 AI 規範：你是怎麼看待 AI 的管制？現在川普政府也在大力推 AI 和加密貨幣的發展，你覺得 AI 的前景與風險，以及是否需要更嚴格管制？

你有沒有因為堅持「言論絕對自由」而受到來自某些社群的指責？因為很多人表面說「全力捍衛言論」，但只要一觸及他們的禁區，就想要封殺對方。甚至在所謂的 Twitter 2.0 上，跟 Elon Musk 意見不合，可能也會被下架或限制。

我有另一個問題想請教——比較個人，可以不回答，但希望你願意分享。很多時候，在美國推動社群審查的人常常來自所謂的「覺醒左派（woke left）」，特別是一些自稱代表 LGBTQ 社群的組織。在你身上，既是首任數位發展部長，也是世界上第一位跨性別部長，但你卻公開倡導「完全的言論自由」。通常我們看到許多「左派」人士會支持禁止對他們不利的言論，例如對跨性別或 LGBTQ 的負面言論。但你卻採取「讓大家講」的立場，不藉由社群規範去遮蔽或刪除不友善的聲音。這是否也讓你在 LGBTQ 社群裡面遭到一些批評，認為你等於在縱容「仇恨言論」？

我手上剛好有這本書。

確實。因為我們常常覺得，有時候 X 好像是放任偏右立場的憤怒貼文擴散，Meta 則曾被譴責太過左傾。你認為如果有一種全新的機制，既不交由科技巨頭或政府決定如何審核貼文，又能做到公平不偏袒，是否能緩解美國當前尖銳的黨派對立與社群敵意？尤其像我自己，曾經同時遭 Jack Dorsey 和 Elon Musk 限制發言，難免會疑惑：「到底是誰在掌控這些審核機制？」因為有時看到社群註解（Community Notes）或事實查核（fact-check）本身，都荒謬得像假訊息一樣。

你在文章中提到：「相較於放任各種假訊息、製造憤怒與分化的貼文在演算法中不斷被擴散，社交平台應該賦權給使用者去推廣真正對社群有價值的內容。若能讓使用者共同提供內容上下文，而非聽命於政府或科技巨頭的獨斷審查，是否能促進理解、強化社群？」

我也同意，如今的社交媒體好像都在分化成各種「回音室（echo chamber）」。即使在 Twitter 2.0 （現今的 X）似乎更加強調言論自由，仍然有很多人分流到 Bluesky。那邊的用戶大多偏左，導致保守派若進去，就很難獲得關注。反之，許多當初被 Meta 封禁的保守派轉到 Twitter 2.0。

臺灣在太陽花運動期間也曾佔領國會，有沒有類似的政府或民間對言論自由的打壓？這讓我想到，不同國家遇到「佔領政府建築物」的抗議事件時，反應竟大相逕庭。像在美國，賀錦麗副總統甚至把 1 月 6 日類比成珍珠港事件或 9/11 襲擊，誇大稱它比恐怖攻擊還可怕。你如何比較和對照臺灣的太陽花運動與美國的國會山莊事件？

你曾提到 2014 年臺灣的「太陽花運動」（Sunflower Movement）。我們也曾在美國經歷 2021 年 1 月 6 日那場國會山莊抗議，有些人說它是和平的示威，有些人說它是暴力事件——左派認為很暴力，右派則說沒有使用武器，只是支持川普的民眾佔領了納稅人出資建造的國會大廈「人民之屋」。但它卻引發了對川普的全面審查，以及社群平台對政治言論的新一輪鎮壓。

好的。那麼，綜合你剛才所提到的，對於 J.D. Vance 的演講，你有什麼直接觀感？你是大致同意？還是有哪部分不贊同？或者你是否認為歐洲真的如他所說，存在對自由言論與表達權的大規模侵蝕？

如果要比較你所提倡的系統與 Meta 的事實查核，以及 X 的社群註解，你認為最大的差別是什麼？

那麼，你提出的系統和 Facebook 的「事實查核（fact-checkers）」或現今的 X「社群備註（Community Notes）」有什麼不同？我們已經看到，Facebook（或 Meta）自我宣稱的「事實查核」與「監督委員會」幾乎都是左派人士，最終卻導致科學或歷史被扭曲。有些人也對 X 的「社群註解」提出同樣的批評，認為其參與者篩選並不公開，導致所謂的「開源」或「去中心化」成效有限。

你出席了慕尼黑安全會議，也代表臺灣在會中發言。你對於 J.D. Vance 的演講有何看法？在當下作為與會者，你的感受如何？又是如何影響全球在言論自由、反審查政策的討論的？

這在慕尼黑安全會議（Munich Security Council）也引發了大規模爭論。美國副總統 J.D. Vance 直接在國際舞台上，公開點名批評多位歐洲與會人士，指控他們的審查與威權行徑。我知道你也非常關注這方面的議題，最近還發表了相關論文，並且即將推出一部相關的紀錄片，說明如何透過開源技術（open-source technology）以及社群型態的平台，來對抗審查與威權。

非常有趣。我也希望美國在很久以前就能有這樣的職位；在 2020 年那場總統大選期間，我們終於看到對言論自由的重視，尤其在川普總統競選連任的政治環境下，更是如此。因為在 2020 年的選舉中，令人震驚的事件就是科技巨頭居然審查了一位在任的美國總統，並於 2021 年將其從平台上移除。這些舉措現在終於獲得重新檢討與聚焦，也進一步推動「建立平台以保障自由言論」的呼聲。然而，我相信不僅是在臺灣或其他地方，這仍然充滿挑戰。

確實如此。你是臺灣的「數位治理大使」（cyber ambassador），也是臺灣第一任數位發展部長（自 2022 年 8 月至 2024 年 2 月）。我覺得這是一個很有意思的概念，因為直到現在，美國才開始出現有人擔任類似職務。大概可說你是臺灣的「科技客服（tech support）」，而我們也看到 Elon Musk 以某種形式在白宮自封或受指派擔當美國的「國家科技客服」。你能否向我們的觀眾解釋一下，你身為臺灣「數位治理大使」的工作是什麼，以及擔任數位發展部長時的職責又是什麼？因為我覺得在全球很多地方都還看不到這樣的職位，而這個位置對臺灣別具意義。
