If you deprive people of this ability, and even decision-makers can’t accurately know what’s happening because you’ve eliminated freedom of speech, you might achieve some safety objectives in certain aspects, but you sacrifice safety in all other aspects because the foundation for safety responses—our common understanding—has been taken away.
