The first is a clear interpretation of legal framework that this is a license. Part of the framework of the open data platform is to clearly delineate the license versus the term of use. Term of use describe how people can use the Open Data Platform in general, but each data set carries its own license field. Those two must not be mingled together. That’s the first design goal.
