So the very last question. In the book Plurality you criticize how Western democracies have failed in the past to provide digital services. And I was immediately thinking of the pandemic, how European countries or Switzerland or the UK or other countries have managed the COVID-19 monitoring by sometimes using the fax machine. What would you think when you heard that? And what should be the core infrastructure from the government to be prepared for the next pandemic?
