Seeing the state as a broad listening device, not a broadcasting device, resolves much of the tension you described. This comes from our civic‑hacking movement, g0v (gov-zero). We registered g0v.tw, and for any government service at gov.tw that we don’t like, we build a shadow version at g0v.tw—open source, Creative Commons. Change an “o” to a zero, and you’re at the shadow site.
