So these two things are worth investing in and have clear measurable outcomes. And then based on these, I think most of the other costs can be then borne by the private sector or the civil society. We were able to see many unicorns or good startups just building on this commons, which is infrastructure that is contributed by the public and non-profit sectors, and then have very profitable systems and services and tailor-made solutions and so on, on top of this shared common ground, and then their investors will pay the rest of the bills.
