So, in either of these two cases, one is a traditional procurement by open-source at the end, and one is open source from the beginning. We want to document the entire process so that in the future, municipal officers know that this build or buy decision doesn’t have to be like one size fits all. They can build just 10% of an existing 80% public code and the rest of the 10% they can buy from a system integrator or whatever for their specific needs.
