In Taiwan, maybe because we only had presidential election in 1996, but we have lifted the martial law in ‘87 or so. It means that the civil society, the grassroots, the place-making people, the co-ops, and so on, they had 10 years of head start or more to gain social legitimacy as compared to the president.
