The idea is that if we concentrate on K-12 now, then 10 years later, we’ll be at a point where most of the adult or at least new adult population is comfortable with English. At the moment, we have more than 20 national languages, most of them indigenous. We can’t claim English is one of the indigenous tribes, maybe Dutch.
