The discourse using participatory governance approaches starts, I think, in 1994, which is, importantly, two years before the first presidential election. It’s on everybody’s mind, including community colleges, community co-ops, community assemblies, citizens’ council, I guess. I use these English words, but they don’t mean what they mean in the US.
