There’s no legal basis for us to say that the government-procured data sets using taxpayer money that isn’t using the open government data license should be even more lax rather than even more strict. We can always argue for even more strict. Like, "This is dictionary data. Obviously, it’s non-derivative." You can’t change the stroke numbers or whatever. It’s a easy argument to make.
