In which I as a fellow signatory made a point that it should never be just about serving a top-down need of a jurisdiction. It needs to be designed, bottom-up, to be privacy preserving, preferably zero knowledge, interoperable, taking care of people who were normally excluded, instead of excluding even more people. But these are the public infrastructure concerns.
