It is used during elections, of course, but also during policy making. What polling did not do previously is to allow the people picking up the phone to set an agenda, to speak their mind, to show their preferences, and to let us, the policymakers, know what is the current fears and doubts and also personal anecdotes that may point to solutions by each and every individual.
