Polis is very good in finding those CBMs across mutually not very trusting parties, for example, Uber drivers and taxi drivers. Then the CBMs, for example, not undercutting existing meters, are realized first before we can even implement any laws to mandate top-down enforcement because each party do actually want to extend kind of an olive branch to each other.
