This is because first, the government’s view of climate, pollution, environment, and so on is very different from the people in the front lines who are actually suffering the consequences. So, if the risk is particularly high for one specific population that didn’t have preparedness, it may not look very serious for the government. But for these particular people, it is life and death. And for that sort of profile, we need civil society inputs that are escalated as quickly as possible.
