For communities with particular needs, yes. You do not need one omniscient god-model. When a need arises, you train a small, specialized model for that need. You might have twenty such models, and all twenty together consume less than one percent of the energy of a single large model. We should prefer the smallest accountable tool that genuinely serves the need. Scale is not a moral good in itself.
