My point is closer to this: if you have a system where the top-level agents do not have stabilized value systems that take care of humans, then competitive dynamics take over. If the Minds were all out for themselves and playing power-seeking games, the Minds that spend fewer resources on looking after humans will, over many time steps, outcompete the ones that do. If you institute a rule like, “You must have 100,000 conscious humans on your ship,” you end up with the cheapest possible version of this so it doesn’t cost you much in the power games.
