We worked on this a lot, and eventually, it occurred to me that what’s actually needed, as a key concept, is what we call, now, "proof of decoy." A decoy ballot, you recognize, is a ballot issued by the election officials that is indistinguishable from what we call a real ballots, but is guaranteed never to be counted.
